Marie Curie Individual (Global) Fellowship Guidance - DRAFT

Overview

Marie Curie Individual Fellowships, a program funded under the European Union’s Horizon 2020 initiative, emphasizes international mobility, meaning that recipients of these funds complete a portion of their research project at their “home” institution in an EU Member State or Associated Country, and a portion at an international “host” institution, such as UC Berkeley.

The “outgoing phase” is the period of time spent at UC Berkeley conducting research under the supervision of a UC Berkeley faculty member. The length of the outgoing phase is between 12 and 24 months.

The fellow must not have resided or carried out their main activity (work, studies, etc.) in the U.S. for more than 12 months in the three years immediately before the call deadline.

Applicant researchers, whether they currently have an affiliation with UC or are contemplating an affiliation with UC, must submit their proposals to SPO for review prior to the application’s submission by the home institution to the European Commission.

Once the proposal has been reviewed, SPO will provide the required “Letter of Commitment,” which the fellow will include in his/her application. Only SPO can sign this letter of commitment, which officially endorses the proposal on behalf of UCB and sets out our expectations with respect to the resulting Cooperation Agreement with the fellow’s home institution. Faculty supervisors do not have this authority.

What Do I Need to Submit a Proposal?

  • On the Key Persons tab in Phoebe, the UC Berkeley faculty supervisor should be listed as the Principal Investigator and the fellow should be listed as Co-PI/Fellow.
  • A CalNet account is required to add a Key Person to Phoebe.
    • If a CalNet Directory UID has not been established, a current UC Berkeley employee may request a CalNet Sponsored Guest account for them. When the new person has completed their end of the Guest account creation, the PI or department should email phoebe-help@lists.berkeley.edu with the Guest UID (berkeleyUid), position, and sponsoring department (e.g., MCESP) so that the Phoebe record can be created.
  • The fellow prepares the proposal in the EU’s Participant Portal and provides a copy to the Research Administrator to upload to Phoebe.

  • The EU’s Participant Portal requires a Participation Identification Code for the host institution. The PIC number for THE REGENTS OF THE UNIVERSITY OF CALIFORNIA is 999467340.
  • Budget – All salary and benefit costs associated with the fellow’s appointment must be paid directly to the fellow by his or her home institution. The host institution (UC Berkeley) budget consists of two categories at fixed monthly rates:
  • The Research, Training and Networking Costs category (EUR 800 per month) supports the fellow’s research and training activities.
  • The Management and Indirect Costs category (EUR 650 per month) is overhead/IDC.

What is Needed at the Award Stage?

At the award stage, the fellow’s home institution negotiates a grant agreement with the European Commission, then sends a portion of the funds to the host institution (UCB) to support the mobility phase of the project. The mobility phase is governed by a Cooperation Agreement between the fellow’s home institution and UC Berkeley, the host institution.

The Cooperation Agreement template (LINK) that has been authorized for Marie Curie fellowships hosted at UC Berkeley is available. This template was developed by the International Alliance of Research Universities, a network of leading international research-intensive universities, specifically to fit the needs of the Marie Curie Individual Fellowship program and has been adopted by numerous European universities.

Before the fellow begins work on his/her project at UC Berkeley, the Academic Visitor Patent Agreement must also be completed and signed by the fellow (“Visitor”), an Authorized Representative of the fellow’s home university (“Visitor’s Employer”), UC Berkeley’s Office of Technology Licensing (“University”), and the UC Berkeley Department Chair (“University Host Department”).

Please note: The Marie Curie Individual Fellowship program requires fellows to be employed full-time and to work exclusively on their MCIF-supported project. Therefore, salary supplementation is not allowed.
