Subject: OMB Administrative Relief Memo M20-17

Dear Partners and Grantees,

I hope you, your families and employees are continuing to stay healthy and safe during this COVID-19 pandemic. We understand this situation presents some new challenges to the way we usually do our work and get projects done. In response to such changes and potential impacts on your projects with us, the Office of Management and Budget (OMB) has issued the attached memorandum with details in Appendix A that could provide short term relief for administrative, financial management, and audit requirements under 2 CFR Part 200, Uniform Administrative Requirements, Cost principles and Audit Requirements for Federal Awards, without compromising Federal financial assistance accountability requirements. The following is a short list of how this memo may help you as a grantee:

  1. No-Cost extensions on expiring awards. Awards that were active as of March 31, 2020 and scheduled to expire prior or up to December 31, 2020 can be renewed for up to one year. The recipient will need to send a letter requesting the extension; an SF 424 is not required. An FS-1500-19 Modification form will need to be signed by both parties. See Paragraph 4. of Appendix A.
  2. Allowability of costs related to cancellation of events, travel or other activities. See Paragraph 7. of Appendix A.
  3. Financial and Performance report due dates may be extended 90 days beyond the normal due date. For example, if the report is due April 30th, for reporting period ending March 31st, the report will be due July 30th. See Paragraph 10. of Appendix A.

Please review the OMB Memo dated March 19, 2020 for more specific information. The other two attachments include a letter from our agency directing implementation of this OMB Memo and some questions and answers for a few common requests.
