Subject: COVID-19 – Temporary Eligibility Waiver for STScI Grants

Dear Grant Recipient,

Due to the COVID-19 pandemic, your institution may have graduate students, postdocs, or investigators on Hubble Space Telescope (HST) or James Webb Space Telescope (JWST) grants, located outside of the U.S., who are having difficulty entering the U.S. due to visa delays or travel restrictions. As a result, the National Aeronautics and Space Administration (NASA) and the Space Telescope Science Institute (STScI) have agreed to temporarily waive the requirement for these personnel to be in the United States to be eligible to receive funding support from HST and JWST grants (Ref. STScI General Grant Provisions 2018, Section 3, Eligibility for STScI Grant Funding). This waiver applies to qualifying personnel only and is in effect through December 31, 2020.

For those institutions with fellows in the NASA Hubble Fellowship Program, a waiver is also in effect through December 31, 2020.

To ensure broad distribution, this email is being sent to persons identified as Authorizing Officials in the Space Telescope Grants Management System (STGMS) and all persons identified as having administrative privileges in STGMS. Please distribute further within your organization if others will benefit from this information.

Please carefully read the waiver that pertains to grant personnel at your institution and contact STScI Grants Administration with any questions: or 410-338-4200.

Thank you,
Paula Sessa
