Subject: Information on ONR Regional Offices and DoD-wide supplemental T&Cs for the COVID-19 Crisis

DoD Research Community,

You are receiving this email since your institution has been identified as having an award that is being administered by one of ONR’s Regional Offices.  The intent of this email is to provide information that may apply to your grant award or will help your institution in communicating with ONR Regional Office staff.

As most of you are probably aware, OMB issued M-20-17, “Administrative Relief for Recipients and Applicants of Federal Financial Assistance Directly Impacted by the Novel Coronavirus (COVID-19) due to loss of Operations,” on March 19, 2020 to provide agencies with additional flexibilities to assist recipients affected by the loss of operational capacity and increased costs due to the COVID-19 crisis.  On March 24th, the Office of the Under Secretary of Defense for Research & Engineering issued DoD-wide supplemental Terms & Conditions (T&Cs) for the COVID-19 Crisis that implement this OMB guidance.  Subsequently, ONR issued Frequently Asked Questions (FAQs) related to these DoD-wide supplemental T&Cs for grants and “standard” cooperative agreement.  Both the ONR FAQs and DoD-wide supplemental T&Cs can be found on ONR’s website at https://www.onr.navy.mil/coronavirus.

ONR Regional Office staff have been working 100% remotely for several weeks.  Due to this, if you sent USPS, UPS, or FedEx mail to an ONR Regional Office since March 9th, there is a chance it was not processed or received.  We strongly encourage you to utilize the various electronic tools available to you to send future correspondence or to resend anything submitted since March 9th.

Some additional information is attached that is intended to facilitate electronic communication and DoD processes related to payments, refunds, and reporting.  If you have further questions, direct them to the ONR Contract Administrator/Administrative Contracting Officer/Administrative Grants Officer assigned to your award.
