Subject: RE: Administrative Relief for Recipients and Applicants of Federal Financial Assistance Directly Impacted by COVID-19

Our Grants Office received several questions regarding the ability to issue a second extension to agreements that have already been extended once. Our agency has been provided with further guidance determining that we are allowed to issue a second extension to projects that have been directly impacted by COVID-19. If you have already sent me an email inquiring about issuing a second extension to your agreement, please send me a separate email with the following information:

  1. Name of Recipient
  2. Agreement Number
  3. Justification that includes why the second extension is needed and how the project work has been directly impacted by COVID-19.

*Be sure to include your BLM Program Officer in the email. For all NIFC JFSP agreements, cc Becky Jenison (bjenison@blm.gov).

Please note, the exceptions provided in the initial email below are time limited and will be reassessed by OMB within 90 days of the Memo guidance, which was issued on March 19, 2020. If you need to make use of any exceptions listed below, please be sure to reach out to our office as soon as possible with your request and justification.

Hi All –

OMB has provided our agency further guidance regarding the flexibilities provided to recipients affected by the loss of operational capacity and increased costs due to the COVID-19 crisis. Please let me know as soon as possible if you need to cease work and/or your project for BLM Idaho or NIFC JFSP has been affected by COVID-19. See exceptions provided below:

  • Flexibility with SAM registration
  • Flexibility with Application Deadlines
  • No-cost extensions on expiring awards
  • Abbreviated non-competitive continuation requests
  • Allowability of salaries and other project activities
  • Allowability of Costs not Normally Chargeable to Awards
  • Prior approval requirement waivers
  • Exemption of certain procurement requirements
  • Extension of financial, performance, and other reporting
  • Extension of currently approved indirect cost rates.
  • Extension of closeout
  • Extension of Single Audit submission
